Librivox.org had many public domain books in many many languages.

b-ok.org has every book in existence for free. But be warned, itā€™s not legal.

libgen.is is a good resource, as well.

Goethe-Institutā€™s digital library has quite good digital collection in German

Bilinual.com book library has books with word-by-word translation hints! Several books come with audio as well. You can add new books here from Project Gutenberg for free.

By US law, itā€™s legal to access piracy sites as long as you donā€™t upload anything. Downloading is ok.

That is actually a lie. It doesnā€™t have every single book. There have been probably 4 books that were not found. Thankfully they werenā€™t that important to read.
