The Nuuvem store page (https://www.nuuvem.com/item/tom-clancy-s-the-division-gold-edition) was recently updated to SA only and then Brazil only for activation. They definitely have a paypal lock for purchase, but as far as I know UPlay has not had any region locks on activation in the past.

Ok, so i did it through the UPlay brazil store using a VPN. Here is how I did it:
If you start your VPN (I use PureVPN), then start your UPlay app, you will be directly in the Brazil store: went ahead here and searched for The Division Gold (R$159.99 I believe ~45 bucks). Added it to the cart and started the checkout. Here filled in regular info, leaving Brazil as the country. They will ask you for a weird CPF number which is their Tax Payers ID i believe. Here I found on another site following site which generates them for you www . geradorcpf . com (I used PayPal as checkout). Now here is the trick (needed 2 tries to figure this out). When you fill out all the info and want to checkout through PayPal, click continue but wait before logging into PayPal. Turn your VPN off, then log into PayPal. Pick your payment method etc. When you are ready to pay, activate your VPN (Brazil) again. Click submit with PayPal. it will process your request and send you back to UPlay. After that I already had my “key” (which isnt really a key just a code bound to my account I believe) and the season pass displayed as successful buy displayed. I logged out of UPlay, logged out of VPN and started UPlay again in “my country” mode. After 2/3 mins the game was there with the season pass! Hope this helps! Let me know!

I was able to redeem both cdkeys successfully, without the need for vpn/proxy (i’m EU).
Does anyone know where to redeem the pre-order bonus? it doesn’t work redeeming on the uplay “cdkey redeemer”. On ubisoft uplay account page i can’t find the area to redeem these bonus.
Does anyone know?
EDIT: - preorder bonus was the closed beta access + hazmat gear… i had this already.

I’m waiting for my key from Nuuvem as well. I asked a friend who lives in Brazil to buy it for me.
So the activation does work, however I’m also concerned about region locking when the game goes live (I don’t want to play with Brazilians, I want to play with Europeans)
Bought it from Argentina and had no problem at all. Also bought one for a friend in the US and was able to activate and predownload the game.

Can i buy the season pass from brazil store and redeem without problem?
Just confirming that buying it from the Brazil Uplay store through VPN works. I live in the US. The method I read didn’t mention the turning off and on the VPN during the Paypal portion. It took 8 hours and 6 min after the order happened to get the confirmation e-mail. If you do turn it off and on, you will probably get the game faster, maybe. I then logged onto Uplay and the game was there. Clicked on the DLC tab and it said I owned the season pass.

I have the Brazil version on UPlay, all the products are showing up, including the Gold rewards. I have lots of games purchased on UPlay, but I’m travelling right now and I cannot get the download to start. It just flips to Steam and tries to make me buy the game again. Anyone got advice on how to start the Brazil download from Europe? I already used a VPN and a Proxy but the same happens.
I get the sys 00000001 error when I try to go via VPN to Uplay now, not sure if it’s my account or they can somehow detect a VPN. Be interested if anyones has found a workaround. I wanted to get teh Gold bundle but it’s over double the price in the UK
I bought it from Digital River via the brazil ubistore site. They took my money but canceled the order afterwards and didn’t return it. FML
Hi there, guess this is a bit old, but I got some troubles with this…
When I try to buy from Uplay app, I can’t get through the page where I choose Paypal and fill up the form. When I click “next”, it send me back to the same page, and the only case missing text is my username, but I get no error…
When I try it from the Uplay store on Chrome, I get through that, but get the error “Sys_00000001” when I want to proceed to the checkout (before going on Paypal).
Any clue? 
(I’m using PureVPN as well)
What did you do with the address? And isn’t generating a fake CPF illegal…?
