The mechanism is called zero-rating and the attack itself free-riding. The simplest methods are based on header fields of the request.
Google ZFree by Liu et. al. They have a section and a nice presentation about existing zero-rating approaches and according attacks.

Vorrei sapere innanzitutto se questo metodo funziona ancora nel 2024, secondo, ho provato a configurare la VPN come spiegato in vari tutorial utilizzando payload, SSH, SNI, tuttavia non c’è verso che la VPN si connetta ad internet con i dati mobili attivi, al contrario, se provo ad usare la VPN su rete wifi si connette rapidamente, quindi il problema non credo sia una errata configurazione, ma è come se ci fosse un qualche blocco da parte dell’operatore (?).

It’s all about tricking the system. U can zero-rated website for a sni or create a unique payload that will trick the ISP. Btw I doubt it’s illegal like sure it’s bad and cost the ISP alot of money. Each ISP have their own zero rated websites and open ports for websites.

I agree, started using Psiphon 3 weeks ago. PS: turn on your hotspot, your internet would be a lot faster on other devices.
