Is there any app to block connection for specific apps that doesn’t behave like a VPN?
NextDNS or similar that uses Android’s private DNS (DoT), but you’ll have to find and block all the connections that an app does (use NextDNS log to help). And this is not perfect as apps can connect using IP only (will not call NextDNS).
If your problem is that you also need a true VPN connection, then use app RethinkDNS (on F-Droid). You’ll have all in one solution: firewall, encrypted DNS client, ad/tracker block, VPN client, proxy, Tor, turn them on/off as you need.
Otherwise only rooted or baked in your own Android.

then again in app settings section you can restrict data usage of apps in many phones…
i remember on one of my old redmi phone i could restrict data usage and even wifi usage… so if i disable both the app just wont connect to internet

NextDNS cannot block “connections”, can only block “domain name resolution”.
For instance, apps like Telegram, WhatsApp, & Instagram (among others) can function just fine if block “domain name resolution” alone.
Unfortunately not in my backup phone.
