Just wondering if there is a way on the Fortigate to only allow say SSL VPN users to be logged in from 7am to 7pm.

The login ability is controlled primarily by the firewall policies for SSL-VPN, try setting those to a 7~7 schedule.

Just make sure to test it, not sure how well it will behave.
I would expect the post-hours “logout” to be a bit wonky. I suspect that new traffic won’t be able to pass (as there won’t be a matching policy), but the tunnel itself might remain technically up, so this might require some user education.
