Make sure you DISCONNECT your VPN once you know you can decrypt the game so that the VPNs aren’t overloaded.
flyvpn, vyprvpn, and f-secure are all not working right now
Disconnect VPN but also go offline in Steam as you play your game just as a precaution. Don’t want Valve jumping down your throat. Just be on the safe side.

Just used Spotflux free trial no sign up necessary, took about 5mins to connect but worked perfectly. Disconnected now, enjoy!
SurfEasy.com works for me. It just works.
Couple of tips:
THERE IS NO DAY ONE PATCH. If your game is 24.0 gb, you only need to download a tiny file to unpack. There was a 255mb patch like 3 days ago. If you didn’t download it, you’re fine. You don’t need to be on a VPN for steam to download that patch.
If your game is NOT 24.0 gb, patch it BEFORE you try to connect to a VPN!
Once it’s at 24.0, connect to your VPN of choice (when you can), itll download a tiny 1mb file, and then start decrypting. Keep your VPN on while it decrypts, but don’t be an asshole. Avoid using Internet while your VPN is on! No YouTube or reddit. It’ll decrypt in 20mins or so (faster on ssd). Be patient!
Once decryption is done, switch steam to offline mode.
Once steam reopens, turn off your VPN.
Voila, you’re done.

It shouldn’t download anything, only encryption keys if any. Which takes a second, the rest is done on your computer, unpacking.
If you are for some reason downloading you should do it on your home connection. Once it finishes, reconnect with vpn and it should start unpacking.

GET IT WHILE IT WORKS 
All this VPN overloading is why I’m waiting for the actual release in my timezone. Sad, and more than 12 hours to go for me, but it is what it is, and you can bet I’ll be playing it through the wee hours of the morning.

US and Asian users: YOU DON’T NEED TO USE AUSTRALIAN SERVERS ANYMORE. You can still use F-Secure Freedome and set your location to a European server.
- Pre-load Fallout 4. Download F-Secure Freedome.
- Go to Steam settings, downloads tab, select “download region” and set to Norway. Close Steam.
- Open Freedome and set location to Oslo, Norway. Connect.
- Open Steam and click play. Wait for the updater to unlock your game and enjoy.
If Norway doesn’t work in Freedome, nearby alternates can be used. Copenhagen, Espoo, Stockholm, and others are also unlocked regions.
