Sounds very much like malware which tries to scam you. Don’t pay anything and don’t enter any Personal data or passwords on this sites.

Never trust popups, either setup chrome for secure browsing or if you do not want to bother with that download Brave browser as it is secure out of the box basically, no ads in general, scammy pop ups etc, i use it and havent seen an ad or a popup in years
