Is there a way to create an access portal that users can navigate to in order to download their OVPN config?
Provided they have a valid user and password on pfSense, of course.
pfSense is our gateway as well as our firewall and vpn appliance.
No… not on your firewall/pfSense anyways. If any other vendor allows that, I would avoid it.
Use e-mail, another server, Google docs, etc… for whatever your risk tolerance is…
OpenVPN Access Server, then 1:1 NAT or port forwarding is your option to get a webUI for users to download their configuration files. I am not aware of any other possibility.
I think I may have seen it on Meraki firewalls years ago. I might be remembering wrong, thou.

Cisco, Palo do it. It’s very common in enterprise appliances
The Cisco ASA devices used to support this. Not sure if they still do. I miss it too though.
sophos had something too for their ssl vpn
