No VPN is hardware-vpn. A VPN is a software implementation on a physical server somewhere. I guess what you really mean is you want a physical device to connect your client device to in order to use a VPN instead of downloading a VPN client directly on your device.
What you want is a GL.iNet travel router like the Beryl AX or Slate AX. Then, you can connect to a commercial VPN (ex. NordVPN) if you choose to subscribe to one.
If you want free, you can also use the GL.iNet router to connect to your own VPN server that you setup somewhere (obviously outside of your country).
You want something that supports the Microsoft SSTP Type of VPN. IPVanish supports this. This operates over https port 443. Keep in mind your country is probably also blocking the various vpn providers as well as their protocols… Funnest way around that is deploy your own using RRAS on Windows Server with NAT on something like vpsag.com or within AWS
