I doubt anyone uses the GVC anymore but just encountered this problem today. Not sure how the problem was introduced but GVC VPN was barely getting 1Mbps down on Wi-Fi.
Fix
Disable DNE LightWeight Filter on wireless NIC solved the issue.
DNE LightWeight Filter seems to be related to Cisco IPSec VPN not sure how it correlates.
Disabling RSC on the NIC also helps. Solution 1 here: Redirecting
DNE filter is not just a Cisco thing, Juniper/Pulse/Ivanti installs it too. I remove it.
The latest version of the GVC fixes this. What version are you running?

the actual release 4.10.8.1108 is from end of year 2022 and has still the same problem.
The usual suspects are driver updates via Microsoft Update, e.g. WLAN or LAN Updates from Realtek.
The easiest fix is in elevated command prompt or powershell “Disable-NetAdapterRsc *”, then every network interface has RSC disabled, not only Wi-Fi. It affects LAN as well.
Furthermore, there is still an issue with Windows 11 + Intel i225-LMvP Driver 2.1.x.y (e.g. HP Thunderbolt Dock G4), see my post from two months ago.

Both. I am running 4.10.8.1108. Just make sure to uninstall the old version before installing the new version.
