1.1.1.1 is a public DNS service which can help speed up your internet by having a more optimized way to look up the actual address (the one the computer uses to load each page) than DNS by your cell provider or the ISP when connected to WiFi.
WARP is VPN service which uses software downloaded by the app on your phone to create a tunnel like connection to Cloudflare’s personal WARP server where it looks up everything there and sends it back to your device. The big sell on a VPN is this tunnel. When a VPN is active it encrypts network data where no one along the way can see the specifics of your internet activity except the VPN provider.
WARP and 1.1.1.1 are built to work together so using them in conjunction with each other would work best. If you wanted to use one or the other use the 1.1.1.1 by itself but using WARP without 1.1.1.1 would probably not be the best idea since WARP might rely on that DNS to get the most optimization.

If the answers are confusing you, it’s because they’re a bit obtuse. Yes, WARP is a VPN and, yes, 1.1.1.1 is a public DNS provider that offers DNS over TLS (a secure way to tunnel DNS requests to avoid the prying eyes of your ISP).
I’m guessing what you’re asking about is the 1.1.1.1 app, and I fault Cloudflare a bit for the confusion. There is 1.1.1.1, a public IP address with a DNS provider behind it offering services. There is also the 1.1.1.1 app, which gives you an easy to use interface by which to enable that DNS provider on your mobile device. Cloudflare has since integrated the WARP service with the 1.1.1.1 app.
So, do you use 1.1.1.1 or WARP? That’s the wrong question to ask, as they are not mutually exclusive. They do different things, though they do those things with the same “tool” under the hood. The 1.1.1.1 service provides security for DNS traffic. The WARP service provides security for all internet-based traffic. You can enable 1.1.1.1 in the app without enabling WARP. If you enable WARP, you are using both.
