How to setup a VPN connection if I don't have access to the main router?

I live in a condominium complex that includes internet already, so I’m being provided an IP address from the building. I have my own router that takes 10.x.x.x IP address from my building and gives me a wireless connection I can use with a 192.x.x.x address

I’m recently starting to get into building a home server (on windows for now, yes I know), but I’m curious if having my network setup this was will be an issue for connecting back to my server from outside?

Will I need to get my own ISP plan for granular control? or are there methods I can use to have access to my server from outside my network?

I don’t know if being under two routers will make a difference, but maybe something like Tailscale? It creates mesh connection with a VPN tunnel for each pair of end devices. You don’t have to mess with the router.

You are double NAT’d. Without access to the main firewall/router, VPN won’t work. I would try something like RealVNC where you use a cloud host to negotiate the connections.

You just need to be the client. Can host the server somewhere else.
