The problem is that many VPS companies restrict users from China because very often fraud is involved, or users abuse the servers, or do a payment reverse. Read a bit about here:

My opinion is, look for a server in Hong Kong, Taiwan, Singapore or Korea. They know how to deal with legit customers from China, and you get faster connection speed.

中国人不用客套。你用电脑在官网下载outline manager，这个是部署服务器的程序，要翻墙打开 outline manager，这个程序里有步骤引导的。
注册时候不能挂代理，风控很严格，我没挂代理都审核了5天才过
我放弃了，digitalocean的服务我很不满意，刚注册毫无缘由就封我号。不会用这家了，而且注册时还必须先填信用卡信息，要么先PayPal支付5美金
